I. Construction history
Petroleum Chemical Industry and Coal Chemical Industry Wastewater Treatment and Reclamation engineering Technology Center for National Environmental Protection (hereby referred to as the “Center”) is a technology center for scientific research on wastewater treatment set up by the Ministry of Environmental Protection according to the urgent need of proper control over pollution for specific industries such as petrochemical industry and coal chemical industry that consume a great amount of water and cause severe water pollution. Given the fact that petrochemical and coal chemical projects are regionally centralized and water resources are in shortage in Xinjiang, the center was set up there as one of the aid projects of the Ministry of Environmental Protection, which is of great significance. Xinjiang Deland Co., Ltd. (hereby referred to as “Deland”), the leader in water treatment and environmental protection industry in Xinjiang as the first brand realizing zero discharge of high contaminated wastewater in China, undertakes coal chemical industry wastewater treatment and recycling science and technology support project in dry regions of China, and is the best choice of an supporting organization for the center. In 2013, Deland made an application under recommendation of Environmental Protection Authority of Xinjiang Uygur Autonomous Region, and then experienced site inspection, specialist research and argumentation in discussion meeting over the company’s site projects, and was approved by the Ministry of Environmental Protection on January 26, 2015.
II. Research direction and areas of strengths
Energy strategy is important for rapid economic development and social stability in China, and fossil energy is still an important choice for energy supply for some time henceforth now, so resource recycling of wastewater is an plays a vital role in a healthy development of petrochemical industry and coal chemical industry. The Center is built to reduce discharge of petrochemical and coal chemical wastewater, put an end to environmental pollution and promote sustainable development of petrochemical industry and coal chemical industry; the Center makes wide use of scientific manpower from society to develop advanced technology and specialized products for purification of petrochemical and coal chemical wastewater, resolve key technical problems of poorer treatment effect and higher cost, and enhance core competitiveness of high contaminated wastewater treatment industry in China, by combining government, industry, university and research. As for common industry problems, the center focuses on resolving key technologies, making technology integration, demonstrating projects and promoting in the industry, to solve environmental problems at a deeper level. The Center provides support for formulation of policies and plans in this field, trains a group of specialized and well-qualified engineering technical talents and talented managers, as well as teams for handling emergencies in construction industry. The Center has made outstanding achievements as a technology leading and value highlighting unit which industries rely on and where talents gather.
III. Working for government and industry
The “Center” is planned and built at the height of national needs and based on industry problems and needs, trying to solve key and common difficulties in resource recycling of industrial wastewater in China, establish related standards of industrial wastewater reuse and safety evaluation and technology security system of quality of reused water, meet technical requirements of national industrial wastewater reuse, and provide technical support and services in national management, supervision and determination on reutilization of wastewater. The Center undertakes or gets involved in formulation of national standards, specifications, technology policies, the best feasible technology guides on environmental protection as well as technical development projects. The Center has made more than 2 sets of technical specifications and standards on treatment and reutilization of petrochemical and coal chemical wastewater; prepares work and advice reports of the engineering technology center annually; submits development reports to administrative authorities; organizes one technical exchange or seminar on treatment and reutilization of petrochemical and coal chemical wastewater annually; and holds domestic and foreign technical exchanges and forums regularly.
IV. Hardware facilities and talents
The “Center” has offices and research laboratories covering building area of more than 2000 square meters, as well as industrial pilot-scale product lines, and bases for field experiment, research and development, and training purposes. Now many laboratories have been built in the Center such as special membrane material and equipment research and development laboratory, high-end water treatment chemicals research and development laboratory, environmental microbiology laboratory, environmental test and inspection laboratory, and process integration technology research laboratory. The “Center” has been equipped with more than 100 instruments and devices including atomic absorption spectrophotometers, gas chromatographs, drug-beam infrared spectrophotometers, atomic fluorescence spectrometers, and high performance liquid chromatographs, which have completely satisfied development and application requirements.
In the “Center”, three chief scientists lead the scientific research teams in different directions, where academician Duan Ning leads clearer production, academician Qu Jiuhui leads wastewater treatment and reutilization, academician Wang Hao leads the work to make the treated wastewater into nature. The center now has 112 sci-tech workers, including 7 with PhD’s degree, 15 with master's degree and 80 with undergraduate degree; 15 with high academic title, 37 with medium-grade academic title and 30 with junior academic title; 12 registered engineers and 14 registered constructors. The specialty of these talents covers environmental engineering, water supply and drainage, chemical engineering and technology, polymer, membrane material, mechatronics, mechanical engineering and so on, totally more than 20 different fields. The Center is led by scientists, who are a well-structured innovative team covering multiple fields and subjects. Academician workstation of the supporting organization Deland is an advanced unit of the State, postdoctoral workstation is an advanced unit of the autonomous region. The Center also has Deland College of Environment affiliated to Lanzhou Jiaotong University.
V. Patented technologies, scientific and technological achievements, and technical promotion and transformation
Deland, the supporting organization of the “Center”, undertakes the “Demonstrative Project of Science and Technology for People's Livelihood on Saline Water Conversion in Yopurga County of Xinjiang”, which is one of the first planned projects of national science and technology benefiting the people, coal chemical industry wastewater treatment and recycling science and technology support project in dry regions of China, integrated technology of petroleum and petrochemical water supplying, saving and wastewater recycling system in the National Torch Program Projects, multi-source utilization technology and demonstration, which is a major science and technology project application research subject of the autonomous region, and other more than 40 science and technology projects of the State, the autonomous region, Urumqi Municipality and the high-tech zone. The achievement of integrated technology of petroleum and petrochemical water supplying, saving and wastewater recycling system is identified as the initiate of home at advanced level in China, awarded the second prize of technology progress by the autonomous region. The company has won the second prize of technology progress granted by Membrane Industry Association, the Invention Award granted by the CPCIA (China Petroleum and Chemical Industry Association) and so on. The company has 3 types of national key new products, 4 types regionally.
Deland has obtained 29 invention patents authorized by the State, 31 accepted patents, 6 utility model patents, and 1 appearance patent. Patented technologies are all used in production and management. Major patented technologies are: integrated technology of petroleum and petrochemical water supplying, saving and wastewater recycling system, a new technology of enhancing oil recovery of high-viscous low-productive heavy oil, coagulants used for treatment of oily water, etc.
VI. Director of the engineering center
Zeng Fanfu, president of Xinjiang Deland Co., Ltd, senior engineer in environmental protection field, a Ph.D. student at Chinese Academy of Sciences, part-time professor of Lanzhou Jiaotong University, doctoral supervisor, has got Gold Talent Prize of “Star of the Tianshan Torch”, 23 authorized invention patents, and organized and got involved in 33 national and regional scientific research projects. He is also at other additional positions such as deputy secretary general of China Membrane Industry Association, Water Treatment Committee member of Chemical Industry and Engineering Society of China, standing director of China Association of Environmental Protection Industry, director of Xinjiang Water Treatment Engineering Technology Research Center, vice president of New High-Tech Enterprise Promotion Association in the Autonomous Region, vice president of Seawater and Brackish Water Desalination Branch of China Membrane Industry Association, vice president of Strategic Alliance for Modern Coal Chemical Industry Technology Innovation in Xinjiang, vice president of Strategic Alliance for Upstream and Downstream Petrochemical Industry Technology Innovation in Xinjiang, editorial board member of China Coal Chemical Industry, and assessor of Expert Resources and Environment of Science and Technology Office of the Autonomous Region.
